In Hunt, Texas, where the Guadalupe River splits, over seven inches of rain have fallen since Thursday afternoon—the most the area has seen since the early 1990s.
As a result, the Guadalupe River rose rapidly, surging past 29 feet before dawn—the second-highest level on record. The heavy rainfall caught both officials and residents off guard.
